Don’t know the year your referring to but I’ll tell you on mine it was straight up easy.
Remove round piece that your foot would press, slip boot down over shaft attach boot around floor board reinstall round piece to shaft

To expand a bit on what Duwop has posted; The round piece or button that your foot would press is screwed on. On the backside of the button is a 3/4 hex, so get a 3/4 wrench or crescent wrench and unscrew the button. Then just slip the boot down over the shaft.

With a little creative fitting, an accordion shaped boot from a rack & pinion steering gear tie rod will last a lot longer than one of those 3rd. world made repop starter pedal boots.
