You didn't say where you see this number. On the title, on the vehicle somewhere or on the motor.
It is an attempt at a motor serial number. Probably a replacement motor or "reconstructed" title.

D= unknown. "Dealer" maybe.
All the zeros= place holders. Normally a "Unit Number". Should be 7 digits. It is, counting the D.
F= Flint plant
255= 1955.2
X= 3100-3200 regular

Other options: If there is no motor number or VIN tag, it can indicate a sketchy deal. I say "can". As in: Paranoid.
But as you know, the title should match something on the truck. In my state, the DMV doesn't see the truck so would not matter. Except when they see that sketchy number and the DMV employee's coffee went cold.

True story. They called the cops on me once. I was registering a Military M416 trailer. They stalled and and stalled and talked to the supervisor. Finally told me to bring it round back to the inspection station. That's where the cops were waiting for me. Turns out there were about 16 of these trailers all across the US, listed as stolen. The military stamped them with the same "VIN"/serno. I had a bill of sale from the Public Utility Company I got it from, and they removed the leg chains and spit hood. I stumbled back in with a German Shepherd police dog following me and got it registered.

The "D" could mean Duplicate Title...just a guess. Did you compare the title number to the engine serial number (found on the machined pad next to the distributor)?

As Ken said there should be 7 digits for the unit number starting with 0001001.
