The 216 and early 235 engines are not "splash oilers" -- this is a splash oiler.

I believe that is part of a fold down bumper guard designed to be on the rear of a1947-48 passenger car.
This guard is missing some of its pieces.

I only saw them on Chevy trucks. (2, not including the one pictured.) They appear to have some kind of hinge on the bottom.

I Googled: " Fold down bumper guard" images and there were a few pictures of almost identical guards as your picture.
Looks like Pre '68 Dave is correct, I had never heard of them before.

I have one on my ‘41 Chevy coupe rear bumper to protect the trunk handle. It was an option back then. Have no idea why someone would put it on the front of a truck.
