They are staggered so the flywheel only fits one way. I've heard of flywheels getting installed out of phase if the dowels get removed for some reason. I believe the bolt holes are evenly spaced, but not the dowel holes. Jerry

In all the years I have been playing with these motors, I have always set the motor up to tdc for No. 1 and then installed the flywheel so I could see how much, if any, the bb in the flywheel was off with respect to the pointer on the bellhousing and to remark the flywheel. I never in 40 years had an occasion to install the flywheel out of phase so to speak.

On another note, you said "Maybe you have a flywheel that is missing a dowel or two", I'm sure you know ...the dowels are actually on the crank flange. :-)

"Usually", because I think some years did not have a BB - just timing marks (one mark being TDC/UDC).
There were stovebolt six engines that timed at TDC. Different years and different 216/235/261 engines could have timed before TDC, at TDC, or after TDC, depending on the year/equipment.
