I've worked on my 45 1.5 ton Park brake linkage recently having to create a new cable system which works great, however the E-brake lever inside the rear drum is not making full contact with the brake shoes. On the outside wheel plate, the lever that the cable connects to will only pull forward the the "half-way" position when pulling the handle fully back. Upon release of the handle, the rear lever will return fully toward the rear of the backing plate. Question, is the lever system inside the drum adjustable? I've already adjusted the brakes shoes using the rear adjusters on the backing plate. The only adjustments were on the brake lever (cab) side. There was a metal rod/yoke type deal that was threaded that attached to the lever (under the cab). That goes to a bar that has 2 ears on it that goes to the cables that goes to the rear end. You could take slack up there to so the lever system inside the drum "just" touches the shoes. Same idea as adjusting the pads to the drums. This is how I did mine. If you've already used up all the threads on the rod you could try clamping the cable to the rod with vice grips or something of the sort to see if your travel is good.
