The '54 outer fenders are diffinately different 'cause they have an indentation where the parking lights go that the '51 fenders don't have.
Does anyone know if the inner fenders are the same? I'm hoping to use those and only have to look for the outer '51 fenders. (I've already got the grill)

The reproductions by Dynacorn are listed as being for 47-55.

It's been a few years ago, but thinking the 54 was the same, I bought a set and discovered the difference then. I'm thinking the lower front near the bottom is also shaped slightly different. I've still got them in my shop somewhere. If you would email me to remind me, I'll get them out and take a picture of the 54 and pre 54 so you can see the difference.
