What is the best way to fasten the assembly to the head? It seems to me that the assembly should be held down with lock washers, but my assembly has flat washers.

What year/size engine?

216/235/261: I think that lock washers were not used with the 6 bolts that hold the rocker-arm assembly to the head.

torque spec is probably 25-30 ft-lbs

No lock washers originally on 216,235,261.
