He has installed 12v tail lights and parking/blinker lights. Other than diminished brightness is there any other problems that he may run into in the long term by doing this?

Why use 12v lights in a 6v system?
6v replacement bulbs are readily available.
I'd stay all 6v or switch everything to 12v.
Someone will hopefully post more useful/helpful suggestions for your information.
