Ok, the good old fashion way. Trim the head light bucket around the outside so it will fit inside the fender from behind. You could just leave it at that where you need to pull the bucket out of the fender to adjust the light then stick it back in and give it a try, then pull it out to adjust it more. But that is a pain. It is better to reverse the adjustment bolts so that you can put the screw driver on them from inside the fender.
I have never done an AD so I don't have every single step with part numbers, so you are going to have to feel your way through this. I think, the stock adjustment screws can work, but you may need to get different ones. You reverse them so they are facing out the rear. Then you would need to drill strategic holes in the bucket so you can stick a screw driver thru to adjust the lights. So, after you have made it so you can mount the buckets from the rear you simply weld the headlight ring on to the fender and mould it in.

Done deal.
