I know it'd be a more thorough job, but I figure there'd be a good chance of damage when reassembling the Hood.
By taking apart I mean pulling off the center strip. The strip isn't structural, the hood halves are spot welded together (don't ask how I know...). If it scratches the primer you know it will scratch the paint.You may want to leave it on.

Take it off keep the hood together, prime all parts reassemble and then paint.
Here is my thought.(not that I know anything)
but all surfaces will at least be cleaned well, and primered. Most surfaces will get paint too.
If you leave the strip on I see some areas not getting cleaned/derusted and the painting over this mess causing some future problems.
But what do I know.
