There are several products for rust removal and /or converters. I have deep sand scratches with rust over and in them . If I sand those with a 200 grit the rust is still in the scratches The whole truck is like this . What might be the best but most less costly way to deal with it? Blasting is no option for me. Thank You.

One thing is that it depends on what primer you'll use. SPI epoxy primer can't go over Ospho without it being carefully removed. PPG DPLF can go over their DX330, more or less, (read instructions).

Milkstone remover is 50-58% phosphoric acid at $4-$6 per gallon. Ospho is around $20 per gallon. DX330 ha, ha.

Wiping with a red scotchbrite and one of the above and repeating until clean is the idea. Their is a recent thread on here regarding Milkstone remover. Also suggest SPI forum if interested in that product.
