Is cleaning up the engine with a good degreaser good enough or should the old paint be removed? Any paint that stays on after that deserves to be there. You can paint over the old stuff, as long as it was cured by running the engine for a while. Don't sand blast it, you will get it inside the motor.

I used rubber gloves and a brush. It took the best part of a day but it removed 50 years of grease, farm dirt etc. right down to the gray cast iron.
