the top hose
should be hotter than the bottom, it means the radiator is doing what it's meant to do
pushing water out probably means you've put too much in, the fill level should be about 2" or more down from the neck to allow for expansion - check the temp around the engine and rad with a good laser thermometer to find out what the gauge is telling you, 5-10* above the thermostat rating is fine
