in Canada I'd suspect that's an aftermarket item from a well known defunct department store wink
the cheaper dealer installed heater would more commonly have had a GM logo rather than Chev, and would have been made by Harrison .... you'd use a high temp flat black paint on the core, same as a radiator, but as it's hidden and likely copper, the best thing would be to just clean it up and leave it unpainted
