Hy Seabeebu3, you could use a coil with a built in resistor and eliminate the ballast resistor, however you will only have the voltage that the coil puts out for all conditions. A circuit with a ballast resistor provides you with more voltage for starting, and a coil with a built in resistor can only put out the same amount of voltage all the time.
