Checking the grounds certainly may fix it. Won't hurt it.
My experience has been that when a bulb has poor grounding, then the bulb is dim as well as the indicator because of the amount of resistance in the circuits.
Sounds more like he has some bare wires touching that shouldn't.
But I've been wrong before. Will be again.
