"... 1/2 ton panel truck (sedan delivery)" .... a sedan delivery is on a car chassis, a panel delivery is on a truck chassis, 2 totally different things
"I'm looking at a panel truck that looks exactly like a 46' but is titled as a 47" .... as others here said, the 47 1st series was a continuation of 46 model production, the "true" 47 [Advance Design model] started in spring 47 - also back then vehicles were titled as year of sale, not model year, and most places used the engine code on the title, not the body tag ID number
"I looked up the vin no. on "VINBUSTERS" and it came back as a 1/2 ton suburban with no year or assembly plant option" ... that result means you had an incorrect code, otherwise it would have said it was a panel - likely the number you have is the engine number
