It's okay to start and run the engine without a trans. No problem. Is the clutch still intact? Is the engine in the truck, or on a stand? I had a similar problem with mine only the opposite: I could push the foot button (stomper) down far enough to engage the starter gear but not enough to press the button on the switch far enough to make contact.
