First picture looks like typical Budd wheel (large countersunk lug holes) and the appropriate inner dual nut.
Second picture looks like a hub piloted MOTOR WHEEL not a Budd wheel as you note.
I expect the military truck has takes the Budd wheels and not the Motor wheels.
Yes the bolt patterns are the same but in order to use the Motor wheels on the Budd hubs you need to be sure the center of the wheel snugly fits the pilot on the hub if there even is one. Then if that does work out I guess you'd need to put right hand threaded studs on the left side of the truck to get rid of the LH threads.
