It looks like a copy of a Holley 1904.

I don't understand the rationale. There are hundreds of thousands of used Holley 1904 carbs in the world. Why copy it??? And the originals have cast iron throttle bodies. Aluminum throttle bodies are a repair job just waiting to happen. Just ask any quadrajet.

Wonder if Holley granted permission? Maybe that's why they are calling it a Carter???
