What type of filter are you using? mine only fills about half way, but I have one of the fram G1 inline filters, I have a nice glass bowl unit with the ceramic element that I can install right on the carb which may fill up to the top, I don't know since it is sitting NEXT to the truck right now. Hoping to install this weekend.
