I got it done last week. They kind of have you in a catch 22.
To transfer an out of state title you need to have someone (car dealership or BMV) verify the VIN number and a couple other things. To do that they need to see the truck (or car). I am not sure how most people handle it, if they just drive the unregistered vehicle to a dealership or trailer it. My neighbor works at a dealership and has the authority to perform the inspections. She just brought the paperwork home with her and signed everything off.
Once you get the paperwork the transfer the title it is just like any normal registration.
