Paint won't stick well to chrome IF it isn't prepped right. Chrome is smooth and shiny. Paint won't stick to smooth and shiny. Make sure the wheels are clean and grease/oil free. Rough up every square MM of surface where you plan to paint. That will get rid of the smooth and shiny. Prime and paint. I personally prefer powder coat over paint. It's much more durable.
