For what it is worth I have parted out 2 1946 parts trucks and the screws were painted the same tan as the interior. New ones come in Black but I am painting them the Tan color for my restoration project.
Some Clutch Head Screws are not available. Try & salvage the larger ones & clean on a wire wheel or bead blaster. Hold on tight with a pair of pliers because they will fly like a bullet
