I have 2 Signal Stats and had the same problem with one of them that you are describing. My trouble turned out to be in the flasher. The flasher has three terminals: one for power in, one for load (in this case, the wire that goes to the Signal Stat that flashes the bulbs outside), and one for indicator. If you have the load and indicator wires switched around at the flasher, the indicator will always be on and the outside bulbs will not flash when directed to.

I ended up changing flashers to get my indicator to work right--they are cheap and available at NAPA or other real parts house. You MUST use a 3 prong flasher.
