Adjustment does not cause pulls. sticky hardware, collapsed hydraulic hoses, or fluid or grease-contaminated linings do. Incorrect adjustment just causes a low pedal, because NO brake action is going to occur at any wheel until all the brake shoes are in contact with the drums. It's impossible to develop brake pressure at one wheel if another set of shoes is still capable of moving, unless somebody has repealed the laws of physics.
