If the wheels turning when jacked up is your only concern, don't adjust anything. That's not uncommon, due to the fluid transmitting a little torque when the weight of the vehicle isn't on the wheels. It was pretty common for the vehicle to lurch forward a little on cold startup. Once the fluid warms up, the forward creep in neutral goes away. The 1-2 shift point on a Hydramatic happens almost as soon as the vehicle starts moving, maybe 5-8 MPH. This is also normal. Since it has a fluid coupling, not a torque converter, a very low-ratio 1st. gear was required for good performance when pulling away from a stop. The shifts are very firm, also. It's better to have a firm shift- - - -a mushy, slippy shift wears out clutches in a hurry.
