yes that washer is the stop, get it in backwards and the vent won't open
the rubber around the top, front, bottom, wedges into a channel, the old hardened one will likely only come out a piece at a time, a softer new one isn't too tough to get in but it'll make the glass frame top pin a struggle to get back in place
