OK I GOT IT!!!!!!
Who would have thought the the gauge housing, even the unpainted parts, and the solder blob aren't connected????? Here is NO continuity between the gauge housing and the BLOB!!! Maybe it's just me.
when on the bench, ran another ground from battery -, to "the blob" and "VIOLA", . :>) it works.
Only cost 2 days and 80 bucks in unnecessary parts. Except I did need a new float.
