No need to worry about those rivits. They're actually stronger than bolting it, as the rivits conform to the shape of the holes when they are installed. Putting in bolts would require drilling the holes to the exact diameter of the bolt neck to ensure the same strength. I would only be concerned if one was actually loose or missing, in which case using a bolt would be fine.
