Pull your sending unit. Use a multi-meter and see if the ohms vary as the float is moved from one limit to the other. It should read ~30 ohms in the full position and ~0 in the empty. Ground the black lead to the body and put the red lead on the wire terminal. If you get the proper readings from the sending unit you have an open circuit you need to find.
