the drum is probably stuck to the hub by rust. try beating the drum between the wheel studs with a bfh. they also like to stick around the center. if that is the case you can try heating it up around the center and also around the studs. you will hear a pop if it comes loose this way. heating is kind of a last resort so be very careful if reuseing the drum.
