You can put enamel over lacquer, but not lacquer over enamel, at least without a few coats of sealer. Lacquer will blush if it's too humid, it will orange peal if it's too hot, it will take lots of coats with a chance of every one of them to screw it up, and etc. etc.. I would not even think of painting lacquer.
