Tim,
I found that the burlap, cotton, and jute from JC did not provide enough padding ( or, maybe strength to the padding). The original layers of padding (at least in 1954) included a stronger layer called coir, I think.
As I recall, Denny posted a lot of information about upholstery padding a few years ago.
