Over time, the slip-shaft inside the speedo cable jacket, gets corroded. I have found the best way to thoroughly lubricate a speedo cable is to spool it up and drop into a pan of ATF or clean motor oil and let it sit overnight. After a thorough soaking & wipe-down, install it. You won't have the objectionable noise any longer.
