yes, they worked the same as arm signals, up = right ... semaphore signals were standard on VW's up to 55, as on many European cars, but they had an arm on each side that popped out of the body
I don't think that JR's odd item is the remanents of a truck semaphore, unless it operated out an open window - need a much better picture to see detail
