This will cause what they call "stacked runout". Improper torqueing of the lug nuts causes that. If you have access to a runout guage, check the runout of the rotor with the lug nuts lightly tightened up to hold the rotor to the hub. Shouldn't be any more that about .002-.003" runout total. Sometimes reindexing the rotor to the hub can help reduce the runout.
