On my '37 1.5T I am pulling the front wheels apart. I would like to take the backing plate off, clean it up and paint it, but it appears to be stuck. It looks like somebody tried to remove the bearing races at some point with a chisel and mangled the metal behind the bearing. The race itself does not appear damaged, but the backing plate seems stuck on the shoulder.

Question. Is that backing plate suppose to slip off over the bearing race or do I need to remove the race first?
I am inclined to dremel the mangled metal but only if the backing plate is meant to come off over the race. Otherwise I will leave it until later.
