How about an electric radiant heater Denny? You'll have to watch the panel doesn't get too warm, these days its easy to check if you have an infer-red thermometer.
You could take the panel outside, heat, paint, and then take it back inside. Provided its something carry-able.
That's what I've done before when I had to get epoxies and resins to kick off, and paint and varnish.
