Denny, I bet a
non-slip rug pad would fix you up. (I use them for holding my work piece when I use a handheld router.)
Put a carpet remnant or beach towel on top of it. It will keep it from sliding off the fender.
They are cheap. (Disposable if dirty so you don't scratch your paint.) If you use a towel, it can be washed.
