I thought that I should open this up for discussion again and revise the information if needed, This was being discussed on another post and I thought it would be more appropriate here.
This hole is so you can operate the spare tire holder under the truck. I think this was changed in 1950, when they stopped making the rear sill with the hole/tube and went to a different design for the spare tire holder.

Very intresting, If that is what it is I sure would like to see pictures of the real thing so I could figure how to frabicate a fix.
