Back when I was doing a lot of base/clear painting, the procedure was to spray the clear over the base without sanding if there was less than a 4-hour time span between applying the base and following up with the clear. After 4 hours, it was necessary to scuff-sand the base coat. If you've got orange peel, I'd suggest wet-sanding the orange peel areas, and scuff-sanding the whole thing. Do a very good wipedown with a tack rag to remove any sanding dust.
