With staples! GM also used staples to fasten the anti-rattle to the inner window garnish.
Bend up a handful of staples using soft safety wire (.050") and bend them up on 9/16" centers. Then just transfer the original holes in the inner skirt to the anti-squeak or seal with a needle or any sharp object, insert your staples and bend them over. When your finishe it will look just like it did when it came from the factory.

For the window garnish I milled a slot in a block of steel and thinned down a punch to press the wire into the slot. I’d line up a dozen or so wires cut to roughly the correct length (a little extra length) then tap the punch down into the block forming the correct width staple. Here’s a picture of the simple punch and die set up: http://www.pbase.com/dennygraham/image/123537640/large
You don’t need a milling machine to do this, a grinder and some scrap steel and you could make up a crude punch and die that would suffice.
