The unsanded primer will have some "texture" and after you sand, it should "feel" smooth/slick. Surfacer?, are you refering to sealer?, yes it don't need to be sanded unless you wait to long before you apply color coat. Tip if you wipe down the surface with grease/wax remover after sanding, any defects will really show up.
