Most of the powdercoat shops can get a wide array of colors. I know the one that I use locally pulled out a color chip chain about 3 foot long of colors that he can get off the shelf. I want to say he could even match to color names and cross off paint codes. Now the catch was he had to order an entire box of powder, so there was quite an additional materials expense.
However, I have also painted powdercoating, and as long as you give it a good scuff with scotchbrite, it does hold on to the surface.
