I guess we are talking rear drums? So you can turn the drums, correct? Is there any movement between the drum and the hub? If not you need to smack them with a hammer just outside of where the studs are. Go around in a circle and eventually you will see puffs of rust coming out. At some point you will be able to pull them off a bit. When this happens, slam them back in and keep working them back and forth.
