The "neutral" switch contacts will have continuity in both the Park and Neutral shift lever position. This allows the voltage from the start position of the ignition switch to be routed through the neutral switch to prevent starting the engine with the transmission in gear. The other set of contacts will only have continuity in Reverse, allowing a backup light to be switched on. Most neutral switches have a slotted base to allow minor adjustment of position to assure the contacts make at the proper shifter position.
