Translation: "We're scared of lawyers!" Unless there's a DOT number on the wheels certifying them for passenger car/truck use, the factory can't legally sell them for the purpose you described. It would be like running a Goodyear Eagle racing tire on the street. No DOT number="not street-legal". It has nothing to do with balance or anything else, just legalese.
