Did the truck ever get hit hard, maybe the frame is bent,I have seen it where a full frame gets hit front/back or side and one of the rails get moved depending on the hit and it will move a whole side out of line or the frame could be bent up or down in your case front and will get the same results, if you have to do that much tweeking it sounds like you may have a bigger problem you may ned to cross measure the frame.Are all the parts oem because I have tried to put some after market parts on and fight for days and it was the parts not the truck. / just a thought
