Epoxy primer to seal and minimize rust from chips?

Whatever top coat that is easiest for you to spot repair blemishes/chips?

I'd use single-stage two-part urethane top-coat for durability (and the ability to get a good shine from color buffing/polishing). This would be no more complex (but might be more expensive) than top-coating (spot repairing) using a hardener with a single-stage one-part acrylic enamel.
